The comprehensive portal crafted by Rare Medium, provides schools and teachers with tools, techniques and services expressly focused on recruiting, developing and ultimately retaining highly qualified teachers. The solution is based upon industry best practices in recruiting management and professional development, and is consistent with the mandates of No Child Left Behind, the sweeping federal reform of public education.

Among the highlights of the Rare Medium solution, are: a proprietary scoring system that evaluates candidate attributes against a variable set of requirements established by TSN client school districts. Once "scored," best available candidates are matched to available. Extensive "on-target" reporting capabilities exist so that a given school district can profile its open positions and determine whether they are indeed on course to fill the position the time allotted. This approach provides the most effective, outcomes-based, data-driven recruiting techniques and helps schools maximize their recruiting and professional development budget.

The solution uses a 3-tier application architecture for maximum scalability and performance, with separate web, application, and database servers. It is written in Java and connects to a Microsoft SQLServer database.

Rare Medium's customer matching engine builds a set of indices of teachers and positions. Custom search queries then match positions to teachers and teachers to positions. Content on the site is dynamically managed via an extensive content management system to facilitate the authoring, aggregation and publishing of voluminous content.
